Dr. Maria Beebe has a Master of Arts in Anthropology and Ph.D. in Education from Stanford University. Her research interests include critical discourse analysis, women’s leadership and information and communication technologies (ICT) for development and for teaching and learning. Dr. Beebe has over twenty-five years experience in global development in higher education, telecommunications, and sustainable development. She has recently returned from Afghanistan as a Sr ICT Advisor in Education for the Telecommunications Advisory Team at ISAF. She served as Washington State University Chief of Party for a USAID-funded $12 million Afghan eQuality Alliances that forged partnerships with U.S. universities and established computer centers at Afghan public universities. Among her leadership accomplishments: Recommendations on the use of ICTs to expand the global outreach and partnerships of the School of Extended Studies at Portland State University; Development of an e-learning management system, curriculum on ICT policy and regulation in Africa and a Masters in public policy and administration in Afghanistan; Drafting a policy paper on E-education in Basic and Further Education in South Africa and a concept paper on ICTs for education in Ethiopia; Editing AfricaDotEdu about the use of ICTs in universities; and providing leadership for a multi-stakeholder Network for Capacity Building in Telecommunications involving 21 African and U.S. universities and regulatory bodies. Dr. Beebe has led workshops on teaching with ICTs at universities in Afghanistan, Philippines, South Africa, Tanzania, Kenya, Makerere, Malawi, and Nigeria. Dr. Beebe has lived and worked in South Africa, Liberia, Philippines, Sudan, Afghanistan, Oregon, Washington, and Washington, DC. Dr. Beebe shares lessons learned through reflection on action and scholarly papers at international conferences. She participated in the Afghanistan Country Workshop and presented a paper on MOOCs, m-learning and other online resources for capacity development at the World Summit on Information Society (WSIS) 2013. Dr. Beebe’s research and global development engagement led her to launch Global Networks to provide consultancy services at the intersection of technology, content and pedagogical knowledge for global engagement.
